A Dilemma with ADHAAR- HR Strategy

BCS Solution SummaryThere is an estimated enrollment and updation activity of the Adhaar card to the volume of 10 lakh persons per day. Therefore, there is a need to have a credible and widespread infrastructure at the ground level for enrollment and update centers, here the role of India Post gets very crucial along with other important partners like the banks and the government premises, as to serve almost 10 lakh persons every day. For serving such a humongous population, the government needs to equip the Adhaar card issuing centers with 'right type of people in the right number at the right time and in the right place' , so as to minimize the faults both intended and unintended.
Solution

The government agency that serves as the issuing authority for Aadhaar unique identification numbers (UIDs) and cards must keeps adding new security features in its system as required from time to time to take care of the new security threats by unscrupulous elements to assure the card holders that Aadhaar system is completely safe and secure. As on the part of the card holders, they should stay away from unauthorized centres and approach only authorized Aadhaar enrolment centres in bank branches, post offices and Government offices to ensure that their enrolment/updation is done only on the authorized machines and their efforts do not get wasted as rejected enrolment/updation. 

The government agency is expected to have a zero tolerance policy in all its processes including security and safety. All such operators who are found to be violating the strict processes or who indulge in any type of fraudulent or corrupt practices, should be blocked and blacklisted or imposed financial penalty as per the situation, for instance- penalty of Rs. One lakh for leaking information. Also, The government agency and it's Human resource department are expected to ensure that the workers of the authorized centers feel responsible to abide by the norms and values of the agency and protect personal data of the citizens.
